PHILLIP Carruthers, who was employed as a specialist governance advisor for Strathbogie Shire Council from June to December last year, is one of two municipal monitors to have been appointed to Moonee Valley Council in Melbourne's north-west.

According to a State Government media release, Mr Carruthers and another moni
